Understand the concepts, regulations, and principles of preparing the Owner’s Estimate (OE) / Internal Cost Estimate (HPS) in alignment with banking sector and state-owned enterprise (SOE) requirements.
Master modern project cost estimation techniques, including analogous, parametric, bottom-up, three-point, and cost indexing methods.
Develop, control, and finalize OE/HPS with accuracy, accountability, and compliance to standards.
Integrate risk management, contract strategies, and value engineering into the cost estimation process.
Utilize professional tools and software applications to support cost estimation and analysis.
